More Medicaid Spending on Community Services than Institutional Long-Term Care
The Centers for Medicare and Medicaid Services (CMS) released the 2013 Medicaid Expenditures for Long-Term Services and Supports Report, which showed federal fiscal year 2013 as the first year that more Medicaid expenditures were spent on home and community-based services (HCBS) compared to institutional care.
This is the 3rd year that HCBS spending increased and institutional spending decreased
The growth of long-term services provided through managed care organizations grew from 4% in FY 2008 to 10% in FY 2013.
Home and Community-Based Services
Home and Community Based Services accounted for:
- 72% of spending in programs targeting people with developmental disabilities.
- 40% of spending in programs targeting older people or people with physical disabilities.
- 36% of spending in programs targeting people with serious mental illness or serious emotional disturbance.
